Donald Trump has promised to pay every American adult $5,000 if the Republicans retain control of Congress in November's midterm elections, in an extraordinary attempt to sway voters ahead of the November 3 polls. It was not clear how the payments would work, or even if they would be legal, while with approximately 270 million US adults, the idea would cost around $1.35 trillion.
