The man, Oscar Belgal, 28, a Dominican immigrant, was shot in the Marble Hill neighborhood as agents with Immigration and Customs Enforcement tried to arrest him while he was in a car with his 5-year-old son.
The shooting appeared to be the first by ICE in the city since 2020 . It elicited swift rebukes from Gov. Kathy Hochul and Mayor Zohran Mamdani, who accused the Trump administration of “terrorizing our city.”
Mr. Belgal was shot in the neck after at least one ICE agent fired seven rounds at the car, the police said.
His son was not injured and was in the care of a family member late Thursday.
The Department of Homeland Security said in a statement that the shooting had occurred as the agents tried to arrest an undocumented immigrant with a criminal record. He was in the United States illegally and had been convicted of grand larceny, the statement said.
A witness, Viely Herrera, said that she had heard a series of shots and saw an S.U.V. crash into concrete barriers on the street. Mr. Belgal came out of the vehicle holding his neck and shouting in Spanish. The boy was in the back seat crying.
